I can't follow all the changes that happen (especially with current problems of the German Overpass server), but I try to be more or less consistent in my own (I use the third option usually). The third one, because, well, I can't remember the existence of official translations and in an attempt to make a foreigner's life easier in case of searching the district (by eliminating "settlement" and using the original word).

Well, it's not a good idea to rename this way. I, personally, prefer preserving Latinization without translation. If you have a point about direct translation, please write it down.

Конечно, такой перевод еще надо было придумать. Не деревня, а поселок. В контексте города - поселение. Ну и царицу Тамар лучше не склонять, хоть и вразрез с правилами русского языка
