Добрый день. Как ни странно, "автор неизвестен" буквально написано на табличке к вазону. Если бы ее не было, я и не добавлял. А для нет вывески у нас есть ключ, но я обычно не добавляю ничего в таком случае :)

I see, some crap happened. I used the official governmental road sheet as a primary entry point where they're marked like "შ-123" (not the latest version - https://www.matsne.gov.ge/ka/document/download/5524325/0/1), but on road signs, refs are shown like "შ 123". I'll revise my changes later based on how it's shown on signs.

Preliminary, some members approved your position. Let's leave your option for now; it looks like the right approach for rural areas. From my side, I only wanted to clarify your understanding of admin_level logic, and you correctly extrapolated it (and well, nobody earlier implemented such detailed logic; countless things are not ready yet). I also had an idea of implementing religious boundaries, but it's a future task.

Sounds reasonable. Well, maybe in this case it's unnecessary to mark subunits as admin_level at all. I'll ask in the community's chat to finalize a proper solution for this point.

Please, check page about admin_level in Georgia (osm.wiki/Administrative_divisions_of_Georgia). We use 10 level for cities' districts, not for cities in general
