I'm a little confused with what you're trying to do here, i think you should read the wiki page for the layer tag: layer=*?uselang=en, specifically the "Features at layer 0 should not normally have a layer tag." and "Use the smallest suitable layer value. Only use layer=2 for a bridge that passes over a feature that is already at level 1"

You're right, it's not up to me, it's up to the broader OSM community, and they've very explicitly said it is forbidden to map things that no longer exist: osm.wiki/Good_practice#Don't_map_historic_events_and_historic_features
