Actually I'm gong to revert this one. Several typos in it, and no real information was added

Reverted in changeset/128892186 for sloppy work and dubious changes, including:
1 Multiple abbreviations of names in destination tags: way/17757971 way/17753186 way/17754289
2. Writing a name on a road with noname=yes: way/17788482
3. Blantant typos: way/17758701
4. Mass edits of ref and destination:ref to be all caps and abbreviated, which is not a commonly accepted standard.

Reverted in changeset/128891664 for several things:

1. Adding a ref to a boundary: way/34363426
2. adding an abbreviated destination value: way/17919079
3. Deciding to capitalize and abbreviate destination:ref and ref values, which is not a commonly accepted strategy.

the service tag is a refining tag for highway=service, not a standalone tag
