You're right that it's not well supported, but it's usually frowned upon to remove valid tags from objects. iD prefers cycleway=lane, StreetComplete will do cycleway:both=lane and cycleway:both:lane=exclusive, so it's fine to have all three tags on there.

The wiki says "Use place=suburb to identify a major area in a place=town or place=city with a distinct and recognized local name and identity" but these are not part of another city, they are cities (or towns, etc) on their own. Could you provide more rationale as to why you are changing so many of these to suburb?
