I'm a little confused with what you're trying to do here, i think you should read the wiki page for the layer tag: layer=*?uselang=en, specifically the "Features at layer 0 should not normally have a layer tag." and "Use the smallest suitable layer value. Only use layer=2 for a bridge that passes over a feature that is already at level 1"

Well, officially all street names in Kent County have directional indicators, even if it's not specified on the sign, so I went ahead and expanded it, as well as fixed the other occurrences of "Cooper River" nearby

Take a look at osm.wiki/Abbreviations, just because the county records shorten it to Ct doesn't mean we should as well
