What is the source that you're going off of on this changeset?

I see that you're reclassifying roads, such as way/310882640. Is there a reason that
you're doing this? That road is clearly not an unclassified road as per the wiki definition:

highway=unclassified

Can you please explain your reason for reclassifying the roads?
