This path crossing the highway should be marked as access=no. At a minimum, as soon as the path enters the highway, it should be marked as access=no for pedestrians.

Pedestrians do not have right of way here per RCW 46.61.240(4), RCW 46.61.240(1) and it's dangerous to cross a multi-lane freeway where people often drive 50 mph. Routing using OSM's and CoMaps'/OrganicMaps' are currently telling users to cross the highway here, which is genuinely reckless.
