Before the change, I studied the tag combinations of the capitals of other countries. In all cases, it was a combination of the capital=yes and admin_level=2 tags.

After your revert some places have the same wikidata (for example, "Zell an der Rot" (node/59864431), "Mettenberg"(node/59864430), and Murrwangen (node/293988320)
