Here's what I wrote to Yeşim regarding routing issues:
Typically footpaths are only meant for sidewalks and/or paths that are physically separated from the road (ie curb, vegetation, etc; not just a painted line). Instead of adding footpaths, I would add the appropriate access restrictions on the road itself. There should be an “Allowed Access” section when selecting a road in the web editor, with ‘Foot’ being one of the options. Setting this explicitly to ‘yes’ should fix any routing issues. Please make sure, however, that people are able to safely walk along the stretch of road being changed.

Shoulders should not be tagged separately from the main way, a shoulder tag can be added to the way to indicate a wide shoulder: shoulder=*
