I think it contradicts osm.wiki/One_feature,_one_OSM_element

According to wiki tourism=attraction is more often used as an additional tag, than as the main one. So there was no need to create duplicate POI nodes.

And this tag looks like indeed a pretty subjective thing. Every museum is probably attractive for someone, but hardly it'll make any sense to tag all of them as attractions.

The object you added with tag 'historic=monument' doesn't look like a monument in OSM terms, see historic=monument#Warnings
And by the way there is a historic=memorial nearby, which is obviously was added for the same object
