The point of my question is that there is no "oneway=yes" in the tags. There is a "oneway=bicycle" tag which I do not understand. So either it should be changed to "oneway=yes" for all traffic, or "oneway:bicycle=yes" so that only bikes must go one way.

Dobry den, naozaj su tie polne cesty (track) vhodne pre vsetky motorove vozidla, ako ste zaznacili? Ak tam nie je ziadne obmedzenie alebo "prikaz", tak nemusite zadavat ziadne foot, bicycle, horse, motor_vehicle. Pouziju sa predvolene hodnoty (predvolene napr. v navigacnom programe).

I think we have no layer=-1 on the Slovak part of High Tatras (on bare_rock area) and there do not seem to be problems. I think it is discouraged to use layer on large areas or ways (see the Layer wiki page). It is fine if you do not want to use relations.
