One small remark from me -- please, map roads in Belarus carefully -- most of them are already mapped and correctly tageed.
E.g., this highway (way/840951358) is a duplicate of the already existing and correctly tagged tertiary road.

Yes, the signs at Wellington Street have missing tilde. I was also comparing the street names with Alameda County address points -- addresses there are without tilde.

But signs at both MacArthur Boulevard and Veteran Way have tilde, so, I guess, tilde should be there

That's nice. But, as the beginning of the discussion to this changeset shows, even the manual edits are not prone to errors. Besides, the import does some quality checks that allow to find the existing mistakes (that's how I found the ones in the current changeset)

It looks like you've made a mistake when adding addr:housenumber tags.
E.g. you've assigned number "5505" to this building (way/271922237), while the City Address data (as well as Google Street View) suggest that "5505" should be assigned to this building (way/800234986) -- numbers of other buildings on that side of the street were all shifted accordingly and need to be corrected.

I've reverted some of your changes for solar power plants back to my original tags.
The reason is that power plant area should have plant* tags, while generator* tags should be applied to individual panels/rows of panels.
