I'm from Mapbox and enthusiastic mapper.
I tried to fix this problem, but it didn't work out well for me without context on the ground. I have revert my changeset changeset/112784036 to keep the history of the problem and to be able to better fix it.

we intentionally chose this type of class in right not to put too high a class for roads located in a forest area, on the osm wiki it is indicated that the residential area is it, it is not always clear that this is a settlement and therefore, in conformity with the osm wiki, we set service, though in some places yes really use the residential tag.
