The point I'm trying to make is that these kinds of unsigned/implied restrictions are dependent on the vehicle you're driving - lorries can't u-turn at most intersections, doesn't mean we should add restrictions for them. In the UK, common practice is to only add restrictions if there are signs prohibiting a turn or single solid lines needing to be crossed, otherwise the Highway Code doesn't prohibit turns.

I urge you to read these wiki articles. OSM doesn't follow council statements, rather common practice and what's on the ground. In places where language speakers are at least roughly 50/50 (e.g. Na h-Eileanan an Iar, Belgium, Switzerland) we have two or more values in the name tag. The only region where Scots Gaelic is the majority is Na h-Eileanan an Iar, where you can see the name is already in Gaelic. If you want to be able to see the Gaelic name in place of the English name you are welcome to create a renderer that prefers name:gd.

I'm afraid probably all of this user's name-related changesets should be reversed. They have either added two names to city name tags or added the Scots Gaelic name to alt_name, neither of which is correct.

"Obar Dheathain" was added as the alt_name for Aberdeen, even though there are many more Scots speakers than Gaelic speakers in the region. Has there been any official legislation change to city names? Besides, this information is already stored in the name:gd tag

This large number of undiscussed changes to name tags is worrying. Surely the precedent is naming cities in the native language in areas where it predominates (e.g. Steòrnabhagh)? Hopefully this mapping isn't motivated by personal beliefs.
