It looks like this is a data import, that even covers a large bounding box. If this is an import done with discussion, this is okay, but it must be reverted, as the data imported may be mostly inserted outside the supposed bounds. I do not know whether SomeoneElse will interfere, any time later.

No, but that department of the LGU, the CPDO, is already the presumed department that maps missing POI's in barangays, tagging building classifications, and the like. Please see this talk-ph mailing list thread: https://lists.openstreetmap.org/pipermail/talk-ph/2017-April/006083.html. Brad-M is perhaps with the same LGU department (i.e. the CPDO) with the user mentioned in that thread. I have commented to changesets of other users ("digmaan", EAA22, crops production) that I presumed to map for the Batangas City LGU in the past months when activity in Batangas City is very high.
