Is this mapping led by the City Government of Batangas? Can you disclose the background of this changeset, so doubts about mapping activity in Batangas City will be reduced?

Reverting renaming of STI Academic Center Batangas to "commercial" by "imeeperezveedor". I already messaged the user about that and also the renaming of a nearby Jollibee branch to "commercial". This edit it possibly mapping led by the City Government of Batangas, but, this must be found out.
