Clearly UCR here is not a name, it is a designation ("unclassified_county_road") . See https://overpass-turbo.eu/s/1PLS .
"designation=unclassified_highway" is used in other places to mean the same thing, but people normally tag what is signed and verifiable locally.

What was the source of the change to way/226989350/history here? Does the signage really say "unclassified_highway" rather than "unclassified_country_road"? In some areas the latter signage is pretty common?

You've said "Correcting designation to sign erected in 2022" but can we have a link to the sign?
You've changed way/35030994/history from a UCR to a BOAT (both valid designations, though the tagging of the former varies). If this really was a BOAT I'd expect it to be light red at https://map.atownsend.org.uk/maps/map/map.html#17/53.13297/-1.80330/H/P , but it isn't. Has the status been changed recently?

This edit moves horses from the sidewalk onto the road. That's consistent with the current OSM tagging, but it's possible that there is special off-road provision for horses here. If that's the case, it's likely that there's access from node/332211284#map=20/51.99956/-0.19350&layers=H to the sidewalk as well.

Oops - wrong account - should have been "SomeoneElse2" used for this.

Opinions differ about future status.
Local press has "owners on holiday but will not reopen", another has "long term closed", and a rumour in another York pub is that another (well known) local landlord is likely to take it on.
None of which contradicts that it's currently shut...

I've also taken the liberty of adding a changeset discussion comment that explained what happened a little better than "update area" :)

For info, the change here updated a number of railway stop positions from "railway=halt" (which they weren't) to "public_transport=stop_position" (which is what they seem to be.
The history of node/283481300/history shows what happened. See also changeset/142319238 .
