What is this utility box in the middle of the cycle path?

I wondered if the fences really go through the middle of these houses? Also do lots of them not join the fences by the roadside but stop just short or overlap?

Our users indicate this building name is: "JJ carpets and flooring LTD". We cannot find any available sources to verify this information. Can any local mappers confirm this? #msftopenmaps

Can anyone identify if this road is still under construction? Aerial view and local knowledge suggest it doesn't exist
