From aerial imagery this does not look like a genuine tertiary (whatever the officiial classification). I'd also suggest lanes=2 is optimistic. Suspect that many tertiaries in the area are overclassified highway=unclassified.

According to the list on Wikipedia Fenit Within is in the Civil Parish of Fenit, but the Memorial Atlas only shows Fenit Without in that parish. Will need checking against other sources.
