How come Indian Island and Warne Island are depicted on OSM-Carto as underwater?

Windsor Avenue/Extension/Drive is actually Winsor Drive. You can verify with Google Maps street view

Navigation will avoid routing through this area (however, they are completed homes now) is this due to being labeled as a construction zone still?

These three islands I just added are not appearing above the water and I'm not sure why. They have natural=coastline in the right direction and role inner on the Baie de Rupert relation, just like Gushue Island farther north.
