Is this a real, passable public road?

Towpath upgraded Stainton–Holme - needs new surface (fine_gravel?), bicycle=permissive, and survey to see what has happened to barriers/steps

Road tagged with cycleway=lane but there doesn't appear to be anything on imagery that would support that
