I think it is better kept primary, yes.

It don't think a classification change is unwarranted at that intersection. It is at an urban/rural transition and there are three urban secondary streets feeding traffic onto a rural highway. Old US Route 66 is also the main non-motorway interconnecting highway between Bloomington-Normal and Chicago.

I'd guess it is an ecofriendly home goods shop. I'll update the tags.

Might be better to tag features as recently demolished (e.g. demolished:highway=unclassified) rather than delete them. Someone might accidentally re-add them while they still show up in the satellite imagery.

Why is one side named 'High Cross Road' and the other name 'South High Cross Road'?

Is it compacted gravel? If so, surface=compacted is more specific.
