Instead, please just keep place=town, or use boundary=administrative and the appropriate admin_level, which for UK would be 8 for districts/metropolitan boroughs, or 10 for parishes/communities.

You added a number of waterway=fuel in this changeset, none of which has direct access to a waterway. What does this mean? The definition for waterway=fuel requires accessibility by water-based users. Many are duplicates of regular amenity=fuel.
