Not sure what the connectivity here is

I’m not sure that I got this completely right, but I drove through this new section of highway today and using maps.me and it was way off. This is much closer to reality.

These highway=pedestrian ways should probably be footways. The width of the space is narrow, maybe 2 meters, with sporadic steps making it unsuitable for even rare vehicles. I was able to survey only about half of the ways and am reluctant to break the existing network by retagging only a part of them.
