Labeling individual apartment buildings, condos and townhouses as "place=neighbourhood" seems to be a rather gross misuse of the tag as if they were all considered subarbs, it does NOT look pretty on Standard OSM view.

Please run a overpass turbo search on this area and other surrounding areas to see if this problem is widespread or not.
