Actually this area is controlled by both China and Bhutan, and Bhutan controls more area of it, such as Charit. Although I'm a Chinese user, I would respect that fact. Yes. Now it's sure there are 4 xiaokang villages in Lagyap, 3 of which are in disputed area. And it is the last one Chinese xiaokang village in Lagyap called Basanglong(巴桑隆).

According to de facto, Pangda Village is under the control of China. So its is_in:country tag should be filled with China although you see the village is in the Bhutan side on OSM which is because the DWG is stopping users from changing the boundary when the fact changes.
