I'm wondering why is tag place=municipality is proposed to use on node only. However statistics shows wide use on relations.

Explain this more. TRIESTE TRASPORTI S.P.A continue driving buses, right? So TRIESTE TRASPORTI S.P.A is operator. On the other side TPL FVG scarl is group (TPL FVG è la società) that mange lines - this menas manage network, so TPL FGV is new name for network.

TPL FGV does not have busses it cannot be operator.

No, using '/' is standard here. Just like in "Koper / Capodistria" for italian minority in Slovenia. This is also big suggestion to move from '-' to '/' also for Südtirol and Aosta Valley since character '-' is widly used in name of one language e.g.
instead of Duino - Aurisina - Devin - Nabrežina is buch better as it is: Duino - Aurisina / Devin - Nabrežina

Those names doesn't even look like names they are addresses. No, alt_name won't help here.
Now i saw, the real names (those that are also on time tables on paper) are written with capital letters e.g. PIAZZA OBERDAN it seems that all other does not have names or the name is in brackets e.g. (rotonda del Boschetto)

Firstly, OSM should reflect what in on terrain we need to review this by Mapillary or KartaView. Bus stops are designed as pairs for practilal reasons, this is that users come back to bus at similar position. But wou're right, we shoul keep names from Tpl Fgv name in official_name.

Why would we make exception for TS?
Why would you took out <type of transport> from name tag?
Recommendation is exactly for those line that have just reference to use "<type of transport> <ref>", where tag name is human readable description of the route. <ref> should be the value of ref=*. Examples: Bus 201, Train RL, Ferry 31.
