4. Why is this road a national highway?

OSM is a project that maps existing objects on the ground.
Did you go to the site and confirm that they are under construction?

You are editing roads all over Japan, but I don't think you are doing a field survey.

日本全国の shop の建物のタグを retail に変更されていますが、shop は集合住宅などの一階部分に入居している場合もありますし、個人商店は店舗兼住宅の可能性があります。そうした建物を単に編集者が building=yes としただけなのかもしれません。
また、スーパーマーケットには、building=supermarket という retail より適切なタグがあります。
