Hi, Because the Mall is one building with retail stores inside of it according to the Baghdad investment commission rules. There is small like ice cream shop and minor stores outside yes but it might get removed just like what happened with Zayonna mall 2 years ago when they removed the walls, gates and the small shops and kept the building only.
If you want to put the info tags in the landuse instead of the building it's your choice I don't mind if you see it the best to do. Thanks.

You did the same exact vandal edit you did in changeset/134557923 again. This changeset has been reverted too.

I was at the road around Babylon Mall a few months ago, all open, with no barriers or blocks. You can see the satellite image I used, there are no barriers or blocks. Also, lets say there is some, the prime minister and the Mayoralty of Baghdad said there will be zero barrier blocks on the roads in Baghdad at the end of this month.

The gate is open every time I pass by, open for walkers, taxis and regular cars, but the security will prevent you from entering if you had like a minibus or commercial truck. So access=permissive sounds about right.
