Role should have been "outer" instead of "outline".

It is clearly visible on the recent Mapillary street images and Esri aerial photo imagery.

Please note, that "iD editor" by default uses "Bing" aerial imagery which has outdate images. Please use Esri or Mapbox as a source of your changes.

Example: the construction site is visible on the Esri/Mapbox images but does not exist on Bing
