`building=apartments` is an apartment building. However `residential=apartments` is an apartment complex that's basically defined for multi-building housing estates.

`substance=` is general standard used for all features, and "approved" formally. There are only 3.5k `pumping_station=` .

The wiki is not a bible. It's obviously self-conflicting to say those are "The activity in which the station is involved". What is the `=water` or `=gas` used for? Drinking and cooking, electricity generation, or heating? "The actual substance processed" is a better definition, and that's using `substance=` already.

`landuse=` is about the use. Not zoning or laws.

`=headrace` is used for hydropower only. It's not applicable.
