1. Prefix is not tag value. You also missed "but could be reinstated easily". If you don't know the impact of construction, why would you think it "could be reinstated easily"?
2. Yes, it is exactly a construction work. Disused means absolutely no one is touching it, which includes construction workers. If construction work is going around, it is being "used", regardless of its condition as completed before or being constructed.

`highway=disused` is not widely accepted, and is not conceptually correct. Use construction or temporary.

Perhaps `water=sea` can indicate the type of water source. I'm guessing this is a `pumping_station=distribution`

Seawater pumping station is not a `=water_works`, which is defined for drinking water, and not necessarily pumping.
