Is this a cycle path too? Cyclestreets.net feedback suggests it is?

Brunton Lane is blocked off at this point. No vehicle access of any kind. 2013 onwards.

Is this golf course (way/47186894) still open? if so, someone with local knowledge please provide details, otherwise it should be marked as closed.
