This bit of the road only is the Cygnets

The road from Saxmundham Rd is called Cob Lane. The Cygnets is where the other note is. The roads here are correctly displayed on Google Maps.

The designation of this highway is currently "footway" and it claims the source, as follows: source:designation=suffolk_county_council_prow_gis_data
I couldn't understand how to check the source to see exactly what the previous mapper meant, but from limited local knowledge + aerial imagery, I'm wondering if a different designation would be more appropriate on OSM here? This 'footway' clearly links the road to a farm and other buildings, and motor vehicles are shown nearby which I think could only have accessed via this "footway"? highway=service or highway=track seems more appropriate to me, but could someone please advise?
