A few things need fixing.

The residential area (way/300040604) also needs residential=apartments added.

The buildings need the name deleted since it has been added to the area containing them.

Each residential building needs either building=dormitory or building=apartments.

Also, what does the note="Closed." mean? Are these disused or abandonned? If so that changes things.

The area should be tagged with residential=apartments.

These buildings should also be tagged with building=dormitory or building=apartments depending on how they are used.
