I am using Osmose to find invalid OH values and there are probably other validators as well (online or Josm). I am not aware that any of them handling this case, but I didn't look into this specially.
Depending on your coding skills you can join a validator project (such as Osmose) on github and add the support yourself! :)
For now, the most realistic option is to find invalid values via a regular expression in OverpassTurbo.

Let me know if you need more details on any of these.
