I definitely understand where you are coming from.
There seems to be some anomalies in the road/path design vs signage of the same.
In the Kingston and Greater Dandenong areas there are a number of areas where a wider and sometimes different colour path has been installed. This causes inconsistent and incorrect mapping in my opinion.

It’s an unfortunate situation that certain infrastructure may have been installed however has not been appropriately signed.
In Victoria, the road rules are very clear that bikes are not permitted on a path/shared path unless it is specifically signed. Surveying for the open street map perspective we should follow the rule of law and map accordingly.

There are no signs in the general area that indicate that these ways are for cycling purposes.
Victorian legislation states that bikes are not permitted on sidewalks/foothways unless specifically signed for use by bikes.

These observed roads have a cross over from the main road (Oak Avenue) so they really aren’t a road in the traditional sense. They appear minor internal roads which upon my rear are consistent with the pipestems / shared driveway noted in the link below

Yes I was aware of the street level imagery hence the change.
You seem to be recalling incorrectly as the majority of mappers agreed that the signed or lack of sign was the relevant permission of a way.
If you don't like Road Laws I suggest you write to the Minister for Roads and Road Safety to get it updated so you make comments on changesets.

Can you provide a reason why bicylcle=yes is permitted?

The entry to the path from Landcox St does not have any signage to indicate that this is a shared path. Suggest it is changed to a footpath.

Rode through Albert park today and could not see the path you have added through the grass area.

Russell Court appears to have restricted access due to gates on their end.
Suggest that access be set to private

I see where you are coming from. The presence of the crash barrier in the image would prevent a cyclist to get off Batman Avenue.
The side walk that is on the south of Olympic and AAMI park has a “no bike” sign that where it meets Gosch’s park heading in the western direction hence bikes aren’t permitted.

Thanks for your comments.
I tend to agree with your point about the sign, however this seems to be a slightly different arrangement to a typical on/off ramp arrangement.
I’m looking at this from a cyclist perspective and the permissions associated motorway links (bicycles: no by default)
Heading into the city I can’t actually access Batman avenue before AAMI stadium as access is from a motorway where bikes are not allowed.
Similar heading outbound, as there is no turn off to vehicles types that are not permitted to access the motorway.
