first of all i think you should revert all your changes, probably the DWG does it. Yes it sounds hard but it's a community driven project.
Then you should read
osm.wiki/Import/Guidelines
and
osm.wiki/Automated_Edits_code_of_conduct
e.g. instead of tagging each way with toll:special you also could create a relation, but if this is the better way i don't know, so this should be discussed with the community.
