We only map verifiable features. While not recommend, to add a proposed feature tag it like highway=proposed + proposed=cycleway.

#TIP: when roads go through a building, Split the building and tag it as building=roof + layer=1. In somecases you'd need to add a tunnel through the building but in this case the imagery shows what looks like a roof
