Docks are typically tagged as man_made=pier see man_made=pier A dock is an area for ships or boats where the water level can be managed, like a dry dock. See waterway=dock

That residential street is likely a driveway which is tagged as highway=service + service=driveway. See https://www.skagitcounty.net/Maps/iMap/?mapjs=parcel which does not show a residential street there. Can you review this edit?

Rather than tagging the entire building as Grocery Outlet, just add a node since other businesses occupy the building. also it likely that the IGA is no longer there and was replaced by Grocery Outet, if so, then just change its tags. Can you review this edit?
