I would leave building=apartments off. Until they are visible to add, just map the landuse area. Can you remove the building tag?

#TIP: the area tag isn't necessary. Also if it is still under construction then it should be tagged as landuse=construction see landuse=construction

Landuse is typically around the property, not the building outline. Can you remove the landuse from the building and add it to the area - like the parcel area. Let me know if you need help

I removed your roundabout and added one back in. Roundabouts are not easy to added, especially since their is a route relation for US 410 on East Wine Country Road. Once imagery is updated, then it can be aligned correctly.
