The footway here is mapped twice: it's "included" in the highway=cycleway (which has segregated=yes so represents both a footway and a cycleway) and it's also mapped separately. Either the footway related tags should be removed from the cycleway, or the highway=footway deleted.
The footway is also poorly connected (e.g. pedestrian crossings at North St David St and Elder St missing)
