In what way is it designed for cyclists?
And what value does tagging it bicycle=yes add for the path users when it is neither a core path or a shared use path?

That's not how it works though. If there's no sign indicating it's a shared use path then it's just a normal pavement for pedestrians - I've now tagged it as such.

Yes. I can see from Mapillary images that it's a bit wider than I thought, but there are no blue signs to say it is a shared use path (and it's not a core path either): https://www.mapillary.com/map/im/jWUf4uVGP7KCFarTD7PCIA
So unless something has changed recently, then it should just be tagged as highway=footway + footway=sidewalk + surface

This looks like a mini-roundabout to me, going by this photo from last year: https://www.mapillary.com/map/im/y7eLYZ2giHIlgJcKZFFuZw - unless things have changed and the middle is no longer traversable?
