Well as it's not currently in use but the rails are still in place it meets the OSM definition of disused. It's not under construction either with detailed designs being drawn up.

Well no, if it's not actually an active construction site then use something else like proposed=*. But railway=disused is fine for now because the rails are still in place - don't worry, there will lots of publicity when works actually begin!

Hi, thanks for adding the road - however it is slightly out of alignment with the rest of the map, because you have used Maxar imagery.

Looks like the buildings/roads you added are all misaligned - the Maxar imagery needs to be lined up to match the Bing imagery and buildings/roads that are already there.
