I think highway=dismantled matches better, if those roads ever existed. Another option would be was:highway=residential
Better don't use highway for something that isn't a highway.

I think adding access=no is not helpful here:
1) the way still has bicycle=designated which overides the general access=no
2) the way leads to nowhere, means, it is not connected to other highways, so there is no need to bother about routing issues ;-)

I've reverted that for now.

sounds good to me. I am not eager to change them as they are probably not evaluated by any routing software.

My experience is that mechanical edits are so "banned" that I stiopped thinking about them :-(
Besides that there are probably not only maxspeed signs, I think some are also tagged with traffic_sign=*.

Thanks for the feedback. I just noticed that the number of nodes tagged highway=traffic_sign increased during the last days, so I thought I'd better contact you. I did not try to find out who changed the ~1000 older nodes.

If the area is for walking I suggest to use highway=footway(or maybe pedestrian) + area=yes. I would not remove the other ways then.
