This is a Philippine independent Church (Aglipayan church) if I'm not mistaken, the front has a Philippine flag and a latin motto "Scientia, Libertas, Caritas, Ecce Patria", Ecce Patria meaning "behold the father" a uniquely nationalistic ending , Libertas = freedom from the Catholic church, scientia =knowledge, a value*valued* by the Aglipayan church, Caritas = Charity
