While using a park tag on a node is not ideal, it's not a good enough reason to delete them. Some users may use a node to temporarily tag a park, when there's no available imagery in the area (i.e., cloud cover). In this case, this person is a new mapper, and I agree with your suggestion that they should add a way to define the boundaries of the park and merge it with this node. |
