"The turn=* key can be used to specify the indicated turn or merge direction for a way or lane. The key is predominantly used with the lanes suffix (turn:lanes)=* to tag indicated turn markings for individual lanes at intersections or other junctions. While turn lane markings are the most obvious method of indicating turn directions, the turn=* key can be used in any situation where a manoeuvre is signed, marked or otherwise implied by road markings."
Per the OSM Wiki article on "Key:change", it says: "Mapping lane change restrictions makes it possible for navigation software to time guidance instructions more precisely, telling drivers when to change lanes without forcing them to cut in line. This key is preferred over mapping the lanes as separate ways, which would violate the rule about only mapping parallel ways when there is a physical separation."

This changeset's tags stated that the source for the removal of this road is aerial imagery. However, I can clearly see the road here in 2019 Bing imagery, 2022 Esri imagery, and Mapbox imagery (imagery date unknown). It's an unpaved or (probably) dirt road leading to a home. If that road still exists there on the ground, then you could've adjusted the road's geometry and retagged it to highway=service + service=driveway. Also note that we do not delete roads or other map elements on private property. Deleting roads or other map elements on private property is considered vandalism and a violation of OSM's Terms of Use. Instead, we can usually add the tag access=private to roads on private property. Any roads or other map elements that we can verify exist on the ground are valid OSM data, regardless of whether it's on public or private property.
