There's a statue or monument or fountain in the middle of the roundabout (also somewhat visible on bing aerial imagery), but I didn't take pictures and can't remember what it was exactly.

If http://sikkim.nic.in/sws/poi_eas.htm is talking about the same roundabout, it should be astatue of Nehru (late Prime Minister of India), but this should be verified on the ground.
